There are other custom ways to do it, but that requires GM buy in. Like scaling Dupes as Allies, with 100% allies being the base cost for dupes.

There is not book that treats Roman technology like that. Its a convention that appeared a while back on the forums. A convention that I completely agree with, but still not canon.

Rule by rotating monarch. There are a number of different bloodlines, and each reigns for a set amount of time.

This is inspired by modern Malaysia, which uses 9 bloodlines with 5 year terms....

Now that I think about it, its probably a bb gun. Fun to use, easy to get ammo for, but ultimately lacking the power of the other devices. It can teach some of the basics, but not all of them.

That's an awesome advantage, but you still need a magic talent. I'd use an energy reducing advantage (perhaps at 20/level or 15/level) alongside a talent that increases spell skill.
