Virtually all elements are covered by spells already, so, all you really need to do is justify to your GM why you should have a Charm Perk per elemental spell.

I'd just go with "as long as the limb holding your Fireball has mana, you can throw it." Any items within the NMZ stop functioning, and any body parts in the NMZ do not benefit from magical effects.

I am not aware of anything in the RAW that prevents Diffuse characters from carrying objects. Naturally, some enhancements to Diffuse don't cooperate with carrying things, such as trying to seep...

Each advantage has its cost listed with the rules that say what said trait does. GURPS Lite is free, and covers the basic rules of the game, as well as costs for several traits.
