It's also worth considering if you even need any rules. They're really only useful if some of the characters are in stasis and some are not. If the whole party is in stasis, there's nothing to play...

Are you sure? The failure of tires to decompose in landfills and toxic metal content that might leach from shredded tires used as fill or mulch both seem to be real environmental issues.

Custom pretty clearly means custom - it's entirely GM's option what it can and cannot allow, not a set of rules. And power items are explicitly for spell casting, so if ST35 only guy really wants...

I'm not sure that really matters all that much though. To the extent it limits development of the Ohio valley it may weaken the US a little bit, but not much south and west of St Louis matters a lot...
