Generally, they are divinities masquerading as children in Supers campaigns, whose Serendipity 10 allows them to just coincidentally be the child that a PC targets.

You could also combine 3e books. For example, Greece, and Imperial Rome could be combined into 'Classical Civilizations' or China and Japan could be combined into 'East Asian Civilizations'.

Heat is an enormous issue for TL9 fusion because it is DD or DT fusion. It is not until TL10 that you get He-3 fusion and reduce the waste heat.

I think that 16cm missiles weigh 1/10th of a ton, just like 16cm conventional shells, so 2,716 missiles would cost $271.6M plus $135.8M if they possess 25 kiloton warheads, for a total of $407.4M.
