I tend to agree that removing Government from the game entirely is a mistake. There are too many cards in the game that are part of the government, or government agencies, for it not to have any...

Regarding the missile question:

On the one hand, yeah, it depends on the scenario and the opponent. If my opponent brings a lot of GEVs, I will probably fire them at several early on, for example....

With the loss of Government, there are a few fairly high-powered groups that can now be used against the Discordians (groups that were Gov't but not straight, e.g. CIA, New York, Fed....

To me, the best way to make the APs a worthwhile target is to make them dangerous (or at least annoying) enough to an opponent to warrant them attacking AP rather than a more obviously dangerous...

I would guess that any areas that are trying to rebuild infrastructure (or maintain what they have) would frown on dropped weapons. The explosive kind tend to damage the road, and everything else...
