It has only appeared during Cliffhangers games in my almost 30 years of playing GURPS.
In 3rd ed Luck was something you had to declare in advance when using it, and roll 3 times to pick...

I already found a 4' bombardier beetle in AtE2, but I was thinking bigger. Like truck sized, or at least hippo sized!

That is likely the case. If Shock penalty applies to DX and DX based skills then half of it applies to defense as well.

But then the attacker can declare AoA himself. Double number of attacks vs....
