War fog

We just got the Munchkin Warhammer and we founde the "War fog" card and we do not understand it. Can anyone explain it please? we have read it but there's something that doesn't click us.

for example, it allows you to use Aeldari bonus +3 when fighting chaos monster in a fight with any type of monster
