Kill it with Fire (moop's) + go up a level

I won combat with fire attack, got 8-th level. Can I play Level Up to reach 9th Level and THEN play "Kill it with Fire" to win the game?

No, because one you play the first Go Up a Level, you're no longer right after you defeated the monster and the Kill It With Fire! condition no longer applies.
